Cybersecurity Can’t Wait: Why the Philippines Must Build Digital Defenses from the Ground Up

That’s why the recent Cybersecurity Awareness Session for Youth in Carmen, Agusan del Norte, led by DICT Caraga, is more than just a local training it’s a glimpse into the country’s broader digital protection agenda.
Held during the Youth Leadership Summit, the three-day event brought together 60 young leaders, including Sangguniang Kabataan officials, out-of-school youth, and even children in conflict with the law. The goal was simple yet urgent: equip the next generation with the knowledge and skills to navigate the online world safely. Topics like phishing, password protection, social engineering, and online privacy were discussed alongside the foundational CIA Triad Confidentiality, Integrity, and Availability.

What makes this initiative especially important is its alignment with President Ferdinand R. Marcos Jr.’s national cybersecurity vision. In both his 2023 and 2024 State of the Nation Addresses, the President made it clear cybersecurity is not optional. The formal adoption of the National Cybersecurity Plan 2023–2028 through Executive Order No. 58 sets a clear direction for strengthening infrastructure, defending government systems, and building a skilled digital workforce.
These measures are not just policy on paper they are a call to action. With online threats ranging from identity theft to large-scale ransomware attacks, every Filipino, regardless of age or profession, needs to be part of the country’s cyber defense. As one 17-year-old participant in the DICT session remarked, cybersecurity isn’t just for IT experts it’s for everyone.
