Strengthening the Shield: PNP-ACG and GCash Join Forces to Combat Cyber Fraud

The Philippine National Police Anti-Cybercrime Group (PNP-ACG) has taken a decisive step in bolstering the country’s digital defense through its renewed partnership with GCash and the launch of its new Cybersecurity and Fintech Handbook. This collaboration underscores a growing awareness that cybersecurity is not just a technical challenge but a national priority one that requires continuous learning, cooperation, and innovation.
The event also unveiled the Scam Assistance Hub (SAH), a new platform designed to simplify scam reporting for the public through a QR code system. With this initiative, victims of digital fraud can quickly file police reports, receive guidance, and process claims under GCash’s Express Send Scam Insurance. These measures, built on accessibility and speed, aim to address cybercrime at its source through early reporting and coordinated response.
PNP-ACG Director Brig. Gen. Bernard R. Yang emphasized that these initiatives represent “a collective step forward in our continuing effort to protect Filipinos in the digital space.” By providing both education and tools, the PNP and GCash are building a more informed, agile law enforcement force capable of adapting to evolving threats.
GCash Chief Information and Security Officer Miguel Geronilla echoed this sentiment, highlighting the company’s role in sharing fintech-specific insights with investigators. “As technology evolves, so do the methods of cybercriminals,” he said. “By collaborating with the PNP-ACG, we aim to strengthen the front lines of digital defense through awareness and real-world training.”
The rollout of the handbook and the SAH initiative aligns with the National Cybersecurity Plan (NCSP) 2023–2028, developed by the Department of Information and Communications Technology (DICT). The NCSP serves as the government’s policy blueprint for a secure and resilient digital environment. This partnership also coincides with the implementation of the Anti-Financial Account Scamming Act (AFASA), a law introduced to curb fraudulent financial activities online.
